What if Winter Storms Render Destinations Uninhabitable | Travel ...

With the recent winter storm bringing record snowfall in some areas of the country, a little known travel insurance benefit may help some travelers recover costs from cancelling expensive vacations. When a destination is made uninhabitable due to natural disaster, travelers may have the option to receive reimbursement for cancelling a trip.

What travelers may not realize is that aside from being applicable when hurricanes, floods and tornadoes hit, this benefit can also apply to blizzards. There are several factors that can qualify travelers for coverage under this benefit. While some are more extreme, like structural damage or elemental intrusion, others are not. For example, if a traveler?s destination is without electricity or water, they may be able to cancel their trip and receive reimbursement under this benefit.

Travelers may forget that there are several covered reasons under standard trip cancellation that may apply to specific situations, like the recent string of winter storms that passed through the middle and northeastern states. By reviewing terms of coverage before departing, travelers will be fully aware of the benefits available to them and how they can be applied when weather or disaster strikes.

Carlesimo has Prokhorov's trust and a win in debut

NEW YORK (AP) ? Skiing in Canada is postponed. Mikhail Prokhorov's new agenda calls for lunch with his basketball coach.

Prokhorov can always reschedule his vacation. Fixing his team couldn't wait.

So the Brooklyn Nets owner fired Avery Johnson, made P.J. Carlesimo the team's interim coach, and put aside pleasure for business.

Prokhorov flew to New York and watched the Nets hand the Charlotte Bobcats their 17th straight loss, 97-81 on Friday. He and Carlesimo will meet Saturday for lunch, where the Russian billionaire will likely remind Carlesimo of his high ? perhaps unrealistic ? goals for the Nets.

Carlesimo, uncomfortable with how he got the job, isn't worried about what it will take to keep it.

"Honestly, am I anxious to hear what he's got to say? Of course I do. But we've just got to go out and do the best job we can and see whatever happens," Carlesimo said. "I certainly don't want to lobby for it or anything like that."

He won't need to if the Nets keep performing like they did Friday.

The Nets played as they did last month, when they were 11-4 and Johnson was Eastern Conference coach of the month. They are just 4-10 in December, a slump that cost Johnson his job, but got back over .500 against the hapless Bobcats.

Brook Lopez had 26 points and 11 rebounds, Deron Williams added 17 of his 19 points in the first half, and Joe Johnson had 16 for the Nets, who led by 29 points and won for just the second time in seven games.

"I felt we're a good team all year and we just hit a rough patch," said Williams, who struggled under Johnson. "We've got to fight our way out of it, so we made a step in the right direction tonight and we just keep going."

Prokhorov cut short heli-skiing in British Columbia to travel to New York. He said he decided to fire Johnson last week but will be patient with Carlesimo. Even with big names such as Phil Jackson potentially available and Prokhorov vowing to spend whatever it takes to build a championship team, he said repeatedly that Carlesimo was the head coach.

Prokhorov did say that if the Nets do look for a new coach, he would be personally involved. He wouldn't discuss anyone by name, even joking he had never heard of Jackson, the 11-time champion coach whom ESPN.com reported was the Nets' top target.

"Now P.J. is the head coach and if it becomes necessary, you know who the usual suspects are," Prokhorov told reporters at halftime.

The Nets had been blown out of their previous two games and Prokhorov said the Nets were lacking team spirit.

Still, deciding Johnson would be fired last week means Prokhorov had made up his mind even before the lackluster Christmas performance at home against Boston that preceded a rout Wednesday in Milwaukee.

"I think we have very talented players, but they are capable of much more than what we have seen in the recent weeks," Prokhorov said. "I respect Avery and really I wish him well, but sometimes chemistry just isn't right. It happens.

"I think the main question is why we were unable to bounce back and to play like champions," he added.

Prokhorov added around $300 million in payroll this summer and has set the expectations high, saying he believes the Nets can reach the Eastern Conference finals. Though it's believed he wouldn't back away from paying top dollar for a coach, he left open the possibility that he may already have the guy he wants.

"P.J. is the head coach and just I think we have a lot of trust in him and really I want him to lead the team," Prokhorov said.

The Nets played with energy under Carlesimo after forward Gerald Wallace had criticized the team following Wednesday's 108-93 loss in Milwaukee in Johnson's last game.

"To me, it's kind of frustrating and sad because that's the first time in my career that a coach's been let go in the middle of the season like that," Wallace said. "But I understand the business part of it. We move on and obviously regardless of who's sitting at the head of the chair, we know what we got to do as players."

Carlesimo, who had stints coaching Portland and Golden State, is perhaps best known for his infamous run-in with Latrell Sprewell when he was leading the Warriors. A terse exchange at a December 1997 practice resulted in Sprewell choking Carlesimo. It took several players and team officials to break up the attack, which an angry Sprewell renewed 15 minutes later.

Carlesimo last coached his own team when he was fired by the Oklahoma City Thunder after a 1-12 start to the 2008-09 season and said before the game he was a little more apprehensive than normal for his return to running his own club.

"Your head's spinning a little bit, you're trying to think of all the things that were second nature," Carlesimo said. "Hopefully, I haven't forgotten. I'm old, but hopefully I haven't forgotten."

It was quickly obvious he had nothing to worry about.

The Bobcats missed 13 of their first 16 shots, making it easy for the Nets. Brooklyn scored nine straight in the middle of the first quarter to open a 12-point lead, extended it to 18 later in the period, and were ahead 33-15 headed to the second.

"It's tough. We can't put ourselves in that kind of position," Bobcats guard Kemba Walker said. "We don't have a lot of depth on our team to come back against great teams, but we do every once in a while, but we can't do that all the time. We dig ourselves in holes we can't get out of."

Williams, who missed Wednesday's game with a bruised right wrist and came into the game shooting under 40 percent for the season, was 7 of 14 from the field. Williams, who said recently that he preferred his old offense in Utah to Johnson's, acknowledged his confidence was down as he struggled to play the style that best suited the Nets.

"We came out with a lot more energy," Williams said. "I think we had to. I think our backs are against the wall right now."

Lopez, the starting center whose seven-game absence with a foot injury started the Nets' downward spiral, was 9 of 12 and made all eight free throws. He said it's easy for the Nets to offer Carlesimo the support Prokhorov wants.

"He helped us focus tonight," Lopez said. "He was there for us and you know we support him and he supports us."

Netflix suffers Christmas Eve outage, points to Amazon

3 hrs.

NEW YORK (Reuters) - An outage at one of Amazon's Web service centers hit users of Netflix Inc.'s streaming video service on Christmas Eve and was not fully resolved until Christmas day, a spokesman for the movie rental company said on Tuesday.?

The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles such as Nintendo Wii and PlayStation 3 to Blu-ray players.?

Evers said that the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia, and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored Tuesday morning, although streaming was available for most users late on Monday.?

"We are investigating exactly what happened and how it could have been prevented," Evers said.?

"We are happy that people opening gifts of Netflix or Netflix-capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

An outage at Amazon Web Services, or AWS, knocked out such sites as Reddit and Foursquare in April of last year.?

Amazon Web Services was not immediately available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

2012: The Year in TV Moments

Packers Seahawks TV moment.

Packers Seahawks TV moment.

ESPN, Sept. 24, 11:45 p.m. ET

This year, when we watched sports, we tweeted. We sat on the couch with a laptop open, and when things happened, we wrote funny or pained or outraged things about them. Often non-sports fans would get frustrated with the overwhelming quantity of sports-related tweets in their feed and would, in retaliation, tweet things about Anna Karenina. Or they?d just tweet ?SPORTS!? and turn off their computers.

But when your kids have gone to bed and you?re way too tired to go to a bar to enjoy sports communally, Twitter is the best. Everyone is watching the same thing and we all have things to say. We even watch and mock commercials together! So when the Monday Night Football game between the Seattle Seahawks and my Green Bay Packers came down to the final play, I was watching and tweeting. And when that final play went insanely, stupidly haywire thanks to the total confusion of the replacement referees who?d been bedeviling NFL fans for three weeks already, I took great delight in the rage and hilarity in my feed, even as I bemoaned the actual result (a Packers loss).

The response to this single moment of football went far beyond the angry bettors screaming at bookmakers everywhere. Packers offensive lineman T.J. Lang?s angry tweet about the play garnered almost 100,000 retweets, making it (maybe) the most-retweeted post ever (at least until Barack Obama broke his record a few weeks later). Most notably, the outcry over that one stupid play was the clear impetus for the NFL finally striking a deal and lifting the lockout less than two days later.

All that was yet to come, though. Right then, almost midnight, with my kids sleeping upstairs and my wife running down to see what I was screaming about, the end of that football game represented all that is awesome and stupid about sports. I cared a lot, despite everything. All those people on the TV cared a lot. My dad, texting me 26 times between 11:30 and midnight, cared a lot. And all those people on Twitter cared a lot, too.

The Pope Isn't Likely to Get His Christmas Wish for Peace This Year

During his annual Christmas address at the Vatican this year, the Pope prayed for peace in Syria, something that doesn't look likely any time soon. Pope Benedict XVI specifically called for an end to the violence on Syria's "defenseless" people, who have been caught in the middle of the fighting throughout this conflict. Like two days ago, for example, when Syrian troops bombed a line of people waiting for bread, during a food shortage the civil war has brought. "I appeal for an end to the bloodshed, easier access for the relief of refugees and the displaced, and dialogue in the pursuit of a political solution to the conflict," he said, also asking?for "freedom" in China.?

RELATED: The Assad Family Tradition

In addition to the increasing violence, recent peace efforts have failed. The special U.N. envoy that met with President Bashar al-Assad yesterday reported no progress in halting the conflict, report The Los Angeles Times's?Ned Parker and Lava Selo. And unfortunately, sources described it to?The New York Times's Kareem Fahim and Hala Droub?as a "final proposal" to end the conflict, leaving Assad now to decide his fate for himself. No matter the path he chooses, that sounds like a bloody end, too, as The New York Times's?Anne Barnard and Hwaida Saad?describe it.

RELATED: Five Best Friday Columns

He can either stay, and fight for his cause, which leads to more of what we've seen, as the conflict has escalated. (Including possible gas-attacks.) If he tries to escape, it doesn't look likely that he will make it out without capture from either side. His own generals will want him to rally troops. Or, it could go the other way, and he will face death at the hands of his people. As Assad plots his next move, however, it doesn't look like the "defenseless" people will get respite from war, with reports of the?bloodshed continuing.?

Google vs. Microsoft: Santa-trackers out of sync

21 hrs.

Not even Santa Claus can avoid getting drawn into the tech clash between Google and Microsoft: The two companies have set up separate online systems to track where the Jolly Old Elf has been on Christmas Eve?? but they show him simultaneously at widely separated locations, delivering presents at a dramatically different rate.

On the official "NORAD Tracks Santa" website, powered this year by Microsoft, Santa Claus was in Rome, well past the 3-billion-present mark in his holiday rounds. At the same time, Google's Santa Tracker showed him buzzing through Agadez in the African country of Niger, not quite up to the 1-billion-present mark.

They can't both be right. Can they? Here's the word from Search?Engine?Land's Danny Sullivan, who has been tracking the discrepancy in this year's?Santa-tracking software:

"NORAD explains that it uses everything from radar to jets to track Santa. Google doesn?t explain its technology, but I suspect it tries to triangulate Santa using his cell phone signal or use of wifi hotspots.

"As for why NORAD shows Father Christmas delivering three?times the number of gifts that Google is listing, perhaps NORAD?s radars can better pinpoint presents while Google might be doing estimating.?Meanwhile? both services sometimes show presents being delivered over oceans! And why is NORAD showing Santa arriving in some places at 9pm rather than midnight, as has been the case in the past?"

Maybe this is just the sort of thing that happens when you switch software: NORAD (also known as the North American Aerospace Defense Command) has been monitoring Santa's flight as a public service since 1955, and five years ago, it teamed up with Google to keep up with the crush of Web traffic. This year, however, the NORAD Santa operation parted ways with Google and partnered with Microsoft instead.

Google stayed in the Santa game by setting up its own tracking system for "Santa's Dashboard" and Google Maps?? a system that doesn't make use of NORAD's tracking data.

Today, Canadian Maj. Gen. Andre Viens, a spokesman for NORAD, declined to intervene in the Santa-tracking war.

"It's not affecting our tracking," Viens told MSNBC. "We're not in competition with anyone. Our role, and we've been doing that for more than?50 years, is to track Santa and make sure that he has a safe and secure journey throughout the world, and throughout North America in particular."

TODAY:?Follow Santa's Christmas Eve flight

PhotoBlog: Inside NORAD's command center

Maybe it shouldn't be surprising to find?that it's so difficult to get a firm fix on Santa's position, considering how many presents he has to deliver in so little time. Some experts have speculated that the only way Santa could ?deliver gifts (or lumps of coal) to billions of homes in the course of just a few hours would be if he somehow harnessed quantum teleportation. And once you accept that, it's not that big of a leap to detect Santa in two places at once.

Texas lawmaker: ?Ping-pongs? deadlier than guns

Runnnnn, Susan Sarandon! (Jordan Strauss/Invision/AP)Incoming Texas State Rep. Kyle Kacal says guns don?t kill people?ping pong kills people.

"I've heard of people being killed playing ping-pong?ping-pongs are more dangerous than guns," he says. "Flat-screen TVs are injuring more kids today than anything."

The Consumer Product Safety Commission does warn that some sports' equipment may have unexpected hazards?for instance, brands of tennis rackets have been recalled because of possible exposure to lead.

Also in the category of Things That Are Dangerous But Are Not Ping Pong: one model helicopter had to come off the shelves because of?yikes??laceration hazards.?

But neither table tennis racquets nor table tennis itself appears to have hurt any children. For instance, it's nowhere to be found in a Commission analysis noting?the 13 toy-related deaths and 262,300 toy-related injuries to children under 15 in 2011. (If you have time to waste, the commission's lists of recalled sports equipment and toys make for engrossing?and sometimes distressing?reading.)

The lifetime rancher, who will take his seat in 2013 as a freshman, says that new gun restrictions are unnecessary. Kacal, who reportedly operates a hunting business, notably came out against a bill instructing Texans how to secure their assault weapons.

"People know what they need to do to be safe. We don't need to legislate that?it's common sense," he said. "Once everyone's gun is locked up, then the bad guys know everyone's gun is locked up."

RIM shares dive as fee changes catch market off guard

(Reuters) - Shares of BlackBerry maker Research In Motion Ltd plunged more than 20 percent on Friday on fears that a new fee structure for its high-margin services segment could put pressure on the business that has set the company apart from its competitors.

It was the stock's biggest, single-day, percentage price drop since September 2008. But shares were still nearly 80 percent above the year's low, which was reached in September. They started to rally in November as investors began to bet that RIM's long-awaited new BlackBerry 10 phones, which will be unveiled in January, would turn the company around.

The services segment has long been RIM's most profitable and accounts for about a third of total revenue. Some analysts said there was a risk that the fee changes could endanger its service ecosystem and leave the Canadian company as just another handset maker.

The fee changes, which RIM announced on Thursday after market close, overshadowed stronger-than-expected quarterly results. The company said the new pricing structure would be introduced with the BlackBerry 10 launch, expected on January 30.

RIM said some subscribers would continue to pay for enhanced services such as advanced security. But under the new structure, some other services would account for less revenue, or even none at all.

Chief Executive Thorsten Heins tried to reassure investors in a television interview with CNBC on Friday, saying RIM's "service revenue isn't going away".

He added: "We're not stopping. We're not halting. We're transitioning."

Since taking over at RIM in January, Heins has focused on shrinking the company and getting it ready to introduce its new BB10 devices, which RIM says will help it claw back ground it has lost to competitors such as Apple Inc and Samsung Electronics.

But the new services pricing strategy came as a shock to markets, and some analysts cut their price targets on RIM stock.

RIM will not be able to sustain profitability by relying on its hardware business alone, said National Bank Financial analyst Kris Thompson, whom Thomson Reuters StarMine has rated the top RIM analyst based on the accuracy of his estimates of the company's earnings.

Thompson downgraded RIM's stock to "underperform" from "sector perform" and cut his price target to $10 from $15.

Forrester Research analyst Charles Golvin said the move was likely about stabilizing market share: "At the moment, they need to stem the bleeding."

He said the tiered pricing might line up better with RIM's subscriber base as it expands in emerging economies.

RIM's Nasdaq-listed shares closed down 22.7 percent at $10.91 on Friday. The stock fell 22.2 percent to C$10.86 on the Toronto Stock Exchange.

COUNTDOWN TO LAUNCH

The success of the BB10 will be crucial to the future of RIM, which on Thursday posted its first-ever decline in total subscribers. Heins said on CNBC that the company expected to ship millions of the new devices.

He cautioned that this will require heavy investment, which will reduce RIM's cash position in its fourth and first quarters from $2.9 billion in its fiscal third quarter. He said, however, it would not go below $2 billion.

Still, doubts remain about whether RIM can pull off the transformation. Needham analyst Charlie Wolf said the BB10 would have to look meaningfully superior to its competitors for RIM to stage a comeback.

Canaccord Genuity analyst Michael Walkley said it was highly unlikely that the market would support RIM's new mobile computing ecosystem, and he remained skeptical about the company's ability to survive on its own.

"We believe RIM will eventually need to sell the company," said Walkley, who cut his price target on RIM shares to $9 from $10.

Baird Equity Research analysts said BB10 faced a daunting uphill battle against products from Apple, as well as those using Google Inc's Android operating system, and, increasingly, phones with Microsoft Corp's Windows 8 operating system.

Baird maintained its "underperform" rating on the stock, while Paradigm Capital downgraded the shares to "hold" from "buy" on uncertainty around the services revenue model.

"RIM has gone from having one major aspect of uncertainty - BlackBerry 10 adoption - to two, given an uncertain floor on services revenue," William Blair analyst Anil Doradla said.

RIM will have to discount BB10 devices significantly to maintain demand, Bernstein analyst Pierre Ferragu said.

The BlackBerry, however, still offers the security features that helped it build its reputation with big business and government, a selling point with some key customers.

Credit Suisse maintained its "neutral" rating on the stock, but not because it expected BB10 to be a big success.

"Only the potential for an outright sale of the company or a breakup keeps us at a neutral," Credit Suisse analysts said.

Separately on Friday, ailing Finnish mobile phone maker Nokia said it had settled its patent dispute with RIM in return for payments.

Connecticut gunman had hundreds of rounds; Obama to console Newtown

NEWTOWN, Connecticut (Reuters) - The gunman who slaughtered 20 young children in Connecticut stormed Sandy Hook Elementary School armed with hundreds of bullets for a military-style assault rifle and handguns, and shot himself when police closed in, officials said on Sunday.

A more detailed picture of Adam Lanza's stunning attack on the school in Newtown emerged as worshippers filled Sunday services to mourn the victims and President Barack Obama headed to Connecticut to console the shattered town.

Lanza, 20, who was identified as the gunman by police for the first time on Sunday, shot his way into the school on Friday, firing away at students and staff with a Bushmaster AR 15 rifle, officials said.

He also carried two handguns and hundreds of bullets in "multiple" high-capacity magazines of about 30 rounds each, and had a fourth weapon in reserve - a shotgun in his car outside, Connecticut state police Lieutenant Paul Vance said.

"The Bushmaster was used ... in the school in its entirety and the handgun was used to take his own life," Vance said, adding that Lanza's motive for the massacre was not known.

All the dead children were either 6 or 7 years old, feeding more emotion into a revived debate about whether stricter gun laws could prevent future mass shootings in the United States.

"If this doesn't shake the consciousness of the country about doing better to protect our children, I don't know what will," said Pedro Segarra, mayor of Hartford, the state capital.

While townspeople grieved, investigators examined forensic evidence and scoured the crime scene in a process likely to extend for weeks. Many more witnesses needed to be interviewed, possibly including children who survived the attack, Vance said.

Some of the bodies have been turned over to families, he said.

"We have the best of the best working on this case. ... Our goal is to paint a complete picture so that we all know and the public knows exactly what happened here," Vance said.

Painting part of that picture, Connecticut Governor Dannel Malloy said the gunman shot his way through a school door "using several rounds" before beginning to kill adults and children inside, then killed himself as police closed in.

"He discharged to make an opening and then went through it, went to the first classroom ... went to the second classroom. We surmise that it was during the second classroom episode that he heard responders coming and apparently at that, decided to take his own life," Malloy said on the ABC show "This Week."

"This sick fellow, you know, clearly mentally ill, killed his mother, proceeded to go on and kill a great number of people," Malloy added.

Vance said Lanza's mother, Nancy Lanza - found dead on Friday at her home - was shot several times.

Townspeople and visitors took solace in church on Sunday. Mass at St. Rose Catholic church was packed. The priest's announcements included news that the Christmas pageant rehearsal would go on as planned, but without 6-year-old Olivia Engel, killed on Friday before she could play the role of an angel.

Obama was scheduled to attend an interfaith vigil with the families of the victims starting at 7 p.m. EST.

MEMORIALS DRAW MOURNERS

Makeshift memorials appeared in this affluent town of 27,000 people about 80 miles from New York City. The largest, festooned with flowers and teddy bears, sat at the end of Dickenson Drive where Sandy Hook Elementary stands.

Residents and visitors streamed past a police roadblock to add to it. One woman knelt down and sobbed violently.

As children walked down the street in the rain, carrying their toys and signs, a man sat on the back of his parked car playing a mournful tune on a violin to accompany them.

"This is a time to come together," said Carina Bandhaver, 43, who lives in nearby Southbury.

The children who survived will not have to return to the scene of the massacre. They will attend classes at an unused school in a Connecticut town about 7 miles away, school officials said. Classes elsewhere in the town will resume on Tuesday, except at Sandy Hook.

GUN DEBATE

Several Democratic lawmakers called for a new push for U.S. gun restrictions on Sunday, including a ban on military-style assault weapons.

Democratic Senator Dianne Feinstein of California, the author of an assault-weapons ban that lapsed in 2004, said she would introduce new legislation this week.

"I think we could be at a tipping point ... where we might get something done," New York's Charles Schumer, another top Senate Democrat, said on CBS's "Face the Nation."

Gun rights advocates have countered that Connecticut already has among the strictest gun laws in the nation.

Obama's appearance will be watched closely for clues as to what he meant when he called for "meaningful action" to prevent such tragedies.

The president arrived in Connecticut on Sunday afternoon, a day after authorities released the names of the dead and more details emerged about the victims, the gunman and the rampage.

Adam Lanza attended Sandy Hook Elementary as a child, according to former classmates.

Police were trying to establish the relationship between Adam Lanza, Nancy Lanza and the school, and whether the mother and her sons were frequent visitors to gun ranges, according to a law enforcement official briefed on the investigation.

In addition to the military-style Bushmaster assault rifle, a civilian version of the weapon used by U.S. forces in Afghanistan, police said Lanza carried Glock 10 mm and Sig Sauer 9 mm handguns into the school.

Nancy Lanza legally owned a Sig Sauer and a Glock, handguns commonly used by police, in addition to the long gun, according to law enforcement officials.

Lanza had struggled at times to fit into the community and his mother pulled him out of school for several years to home-school him, said Louise Tambascio, the owner of My Place Restaurant, where his mother was a long-time patron.

Officials said they were concerned misinformation and threats about the case were being spread on social media websites. Police said a telephone bomb threat forced the evacuation of the St. Rose church. It was searched and declared clear.

David Fein, the U.S. attorney for Connecticut, issued a stern warning that harassment of victims or their relatives could be prosecuted. "Harassment not only includes in-person contact, but also contact via the Internet, social media and telephone," he said.

Drop in tourism to Montreal blamed on student protests, weak European economy

MONTREAL - Montreal's tourism industry experienced a slowdown in 2012 after solid growth the previous year, said the city's official tourism marketer, blaming difficult economic conditions in Europe as well as student protests in the city last summer.

Also a factor was the drop in business meetings held in Montreal this year, said Tourism Montreal.

Hotel room rates fell marginally, by 0.5 per cent, to $138.84 on average compared with 2011. Hotel occupancy rates also declined slightly.

Declines were felt across various tourist sectors despite promotional efforts to boost the industry, said Tourism Montreal CEO Charles Lapointe.

He said the outlook for business tourism next year is positive, with several conventions booked for the city.

For the province as a whole, a 0.4 per cent rise in the number of American tourists between January and September this year was offset by a 2.4 per cent drop in visitors from other countries, resulting in an overall 0.6 decline in international tourist arrivals.

Illinois Democrats leave primary open for Jackson's House seat

CHICAGO (Reuters) - Democratic ward bosses from Chicago and its suburbs failed on Saturday to endorse a candidate to succeed former U.S. Representative Jesse Jackson Jr., creating an open primary in February for the vacant Illinois congressional seat.

None of the more than one dozen candidates received enough support from party leaders in the 2nd Congressional District at a meeting on Saturday for the endorsement, which would have given then an edge over others in a potentially crowded field.

Jackson, the son of civil rights leader and former presidential candidate Reverend Jesse Jackson, resigned in November after 17 years in Congress amid a federal ethics probe and concerns over his mental health.

Veteran political observers had said ahead of the meeting that no one had locked up the endorsement, which if delivered could have made a candidate a front-runner, but not guaranteed victor, in the crowded primary fight to replace Jackson.

The district has 428,000 registered voters in Cook, Kankakee and Will counties. Whoever wins the February 26 Democratic primary is almost certain to win the April 9 special general election in the solidly Democratic district.

It remains unclear how many Democrats will run in the primary to replace Jackson. Filing for the race will be open in early January.

The expected candidates include former U.S. Representative Debbie Halvorson, who lost to Jackson in the Democratic primary this year, and Chicago Alderman Anthony Beale.

Jesse Jackson Jr.'s wife, Chicago Alderman Sandi Jackson, has said she would not seek to succeed him.

POLITICAL CLOUT

"Congressional seats in the Chicago area don't come open that often," said Chris Mooney, a political scientist at the University of Illinois, Springfield.

"People get in and they stay in. So when one comes up, there are a lot of people who want to get in there," Mooney said.

The last Chicago-area congressional vacancy was in 2009, when Rahm Emanuel left the House to become President Barack Obama's chief of staff.

Critics of the slating process said it tends to anoint candidates based on their political clout more than their merit.

Dick Simpson, a former Chicago alderman and now head of the political science department at the University of Illinois, Chicago, called the field of candidates "a pretty reasonable crop in terms of position and background."

They include one candidate with a troubled past, former congressman Mel Reynolds, and another with an uncertain future, state Senator Donne Trotter.

Trotter was arrested in December at O'Hare International Airport in Chicago after he tried to bring a handgun and ammunition onto an airplane - a felony.

Reynolds, who was forced to resign in 1995 after he was convicted of sexual assault and other charges, is running under the slogan, "Redemption."

Venezuela government sweeps vote, but Capriles holds seat

CARACAS (Reuters) - Allies of cancer-stricken President Hugo Chavez swept nearly all of Venezuela's 23 states in Sunday's regional vote, but Henrique Capriles consolidated his position as top opposition leader by winning re-election as governor.

The 40-year-old governor of Miranda beat Chavez's former vice president Elias Jaua to retain his job at the head of Venezuela's second-most populous state Miranda, leaving him as candidate-in-waiting if Chavez's ill health forces him to step aside.

The ruling Socialist Party, however, extended its control over the South American OPEC nation, snatching four states from the opposition to win 19 of 23. It staged several upsets including a victory in the most populous state of Zulia.

The youthful Capriles' re-election will help maintain unity among the historically fractured opposition in a potential election against Vice President Nicolas Maduro, Chavez's anointed successor.

"The people have spoken and decided! Long live Miranda!" Capriles tweeted.

His supporters whooped for joy at his headquarters in Caracas, where there had been scenes of despondency just two months ago when he lost the presidential fight.

Another prominent opposition leader, Henri Falcon, a former government ally who broke with Chavez in 2010, also won re-election. His broad popularity and appeal to working class voters have left many considering him a potential challenger to the socialist government.

"Venezuela's new leadership is still alive," Falcon said.

"RED IN ALL CORNERS"

But overall, the results were a major disappointment for the opposition and signaled the continued dominance of Chavez's socialist leadership despite his ill health.

Capriles won by only four percentage points in the state he says he has made into a model for Venezuela.

At the same time, Chavez's brother Adan comfortably held their agricultural home state of Barinas, while the president's former military comrade Francisco Arias unseated a prominent opposition leader, Pablo Perez, in oil-rich Zulia state.

"It's been an immense victory. The map is red in all corners," said Socialist Party campaign coordinator Jorge Rodriguez.

Turnout was a poor 54 percent, reflecting weariness with politics after the recent presidential campaign and the closeness of the Christmas holiday season.

Opposition sympathizers have grumbled that the date was intentionally chosen to heighten voter abstention to the benefit of Chavez allies.

CHAVEZ'S ILLNESS

The nation remains focused on Chavez's recovery in Cuba from Tuesday's six-hour operation - his fourth since he was diagnosed with cancer in the pelvic region in mid-2011.

Chavez's struggle with a third bout of cancer has raised the possibility of a return to the polls just months after the October presidential ballot in which he beat Capriles to win a third term.

Officials say Chavez has regained full consciousness, is giving instructions from his bed, and was following Sunday's vote closely.

"The commander-president continues to stabilize. The tendency remains positive," his son-in-law Jorge Arreaza, who serves as science and technology minister, said from Havana.

The official updates of his health are shy on details, however, so speculation is rife that Chavez may be in a life-threatening situation in Havana's Cimeq hospital with both a difficult post-operative recovery and a possible spreading of the cancer.

Chavez, 58, is due to start a new term on January 10, but has named Maduro as his preferred successor should he be incapacitated. That would trigger a new presidential poll within 30 days.
