'Friends of Syria' vow support for opposition

U.S. Secretary of State Hillary Rodham Clinton has blasted Russia and China as "despicable" for opposing U.N. action aimed at stopping the bloodshed in Syria, and more than 60 nations have begun planning a civilian peacekeeping mission to deploy after the Damascus regime halts its crackdown on the opposition.

In his most forceful words to date on the Syrian crisis, President Barack Obama said Friday the U.S. and its allies would use "every tool available" to end the bloodshed by the government of President Bashar Assad.

"It is time to stop the killing of Syrian citizens by their own government," Obama said in Washington, adding that it "absolutely imperative for the international community to rally and send a clear message to President Assad that it is time for a transition. It is time for that regime to move on."

Obama spoke as a group known as the Friends of Syria, led by the U.S. and European and Arab nations, met in Tunisia in the latest effort to halt the Assad regime's nearly year-old suppression of an anti-government uprising.

The group's actions are aimed at jolting Assad and his allies into accepting demands for a democratic transition, even as they are still unwilling to commit to military intervention.

While the Tunisia conference offered nothing other than the threat of increasing isolation and sanctions to compel compliance from Assad, Clinton went on to predict a military coup inside Syria of the kind that ended the old regimes in Egypt and Tunisia.

"We saw this happen in other settings last year, I think it is going to happen in Syria," she told reporters at the end of the meeting. "We also know from many sources that there are people around Assad who are beginning to hedge their bets ? they didn't sign up to slaughter people."

Assad allies Russia and China, which blocked U.N. action on Syria and are eager to head off any repeat of the kind of foreign intervention that happened in Libya, gave no sign they would agree to peacekeepers. Moscow and Beijing have vetoed U.N. Security Council resolutions backing Arab League plans aimed at ending the conflict and condemning Assad's crackdown.

Their vetoes prompted a particularly strong reaction from Clinton.

"It's quite distressing to see two permanent members of the Security Council using their veto while people are being murdered ? women, children, brave young men ? houses are being destroyed," she said. "It is just despicable and I ask whose side are they on? They are clearly not on the side of the Syrian people."

The conference, meeting for the first time as a unified bloc, called on Assad to end the violence immediately and allow humanitarian aid into areas hit by his regime's crackdown. The group pledged to boost relief shipments and set up supply depots along Syria's borders, but it was unclear how it would be distributed without government approval.

Syrian government troops kept up the shelling of rebel-held neighborhoods in the besieged central city of Homs, while thousands of people in dozens of towns staged anti-regime protests. Activists said at least 50 people were killed nationwide Friday.

A Red Cross spokesman said the group evacuated seven people from Baba Amr, a heavily shelled neighborhood in Homs, to a hospital elsewhere in the city.

The U.N. estimated in January that 5,400 people were killed in the conflict. Hundreds more have died since, with activists saying the death toll is more than 7,300.

Assad's regime blames the violence on terrorists and armed thugs ? not people who want to reform the system.

The Friends of Syria group also vowed to step up ties with the Syrian National Council, an opposition umbrella group. They took a tentative step toward recognition by declaring the council to be "a legitimate representative" of the Syrian people, a possible precursor to calling it "the legitimate representative."

Despite the show of unity, which diplomats said they hoped would impress upon Assad that the end of his family's four-decade autocratic rule is inevitable and at hand, there were signs of division. Some nations argued for arming Assad's foes, while others called for the creation of protected humanitarian corridors to deliver aid.

Neither idea was included in the conference's final document, which instead focused on steps nations should take to tighten the noose on the regime, including boycotting Syrian oil, imposing travel and financial sanctions on Assad's inner circle, and working with the opposition to prepare for a post-Assad Syria, including lucrative commercial deals. It also welcomed the appointment of former U.N. chief Kofi Annan to be a joint U.N.-Arab League special envoy for Syria.

On the sanctions front, France said the European Union would on Monday freeze assets of Syria's national bank held in EU jurisdictions while Clinton vowed that already tough U.S. penalties would be strengthened.

Highlighting the divisions, though, Saudi Arabia called publicly for weapons and ammunition to be sent to the opposition, including the Free Syrian Army, a Turkey-based outfit made up largely of Assad regime defectors.

"I think it's an excellent idea," Saudi Foreign Minister Saud al-Faisal told reporters before meeting Clinton on the margins of the conference. Asked why, he replied: "Because they have to defend themselves."

Clinton demurred on the question. But on Thursday in London, she said the opposition would eventually find arms from some suppliers if Assad keeps up the relentless assault.

The Obama administration initially opposed arming the opposition but has recently opened the door to the possibility by saying that while a political solution is preferable, other measures may be needed if the onslaught doesn't end.

The Syrian National Council, for its part, said it would be grateful for help in any area.

"We welcome any assistance you might offer, or means to protect our brothers and sisters who are struggling to end the rule of tyranny," council president Burhan Ghalioun told the conference. He laid out the council's goal of a free, democratic Syria free of the "rule of a Mafia family" in which the rights of all would be respected.

Qatari Foreign Minister Hamad Jassim bin Jabr al-Thani, who has been a driving force to unite Arab opinion against the Syrian regime, directly called on Assad to step down. And, together with Turkish Foreign Minister Ahmet Davutoglu, he called for the creation of humanitarian corridors to get aid to embattled citizens.

Highlighting the deepening isolation of Damascus, the Hamas prime minister of Gaza voiced support for Syrian protesters seeking to overthrow Assad. It was the first time a senior Hamas figure has publicly backed the uprising and rebuked the Syrian regime.

Tunisian President Moncef Marzouki, the host of Friday's conference who only recently assumed power after his country became the first in the Arab Spring to topple its longtime leader last year, called for an Arab peacekeeping force to ensure stability during an eventual transition.

"We have to respond to the demand of the majority of the Syrian people to get rid of a corrupt, persecuting regime," he said. "We have to stop the bloodshed, but this cannot be through military intervention."

The Friends group recognized this call by giving a green light to U.N. chief Ban Ki-moon to start drawing up plans for such a joint Arab League-U.N. peacekeeping operation that would be comprised of civilian police officers. Ban is expected to begin recruiting possible contributors to the mission and preparing its mandate.

Such an operation would not be a military intervention but would still require authorization from the U.N. Security Council, where it will likely face opposition from veto-wielding members China and Russia, neither of which attended the Tunis conference, and Iran. Russia and Iran are Syria's two biggest military suppliers.

In New York on Friday, U.N. deputy spokesman Eduardo del Buey said the secretary-general's office had no immediate response to a call for a peacekeeping mission.

As the conference began, about 200 pro-Assad demonstrators tried to storm the hotel. The protest forced Clinton to be diverted briefly to her hotel.

The protesters, waving Syrian and Tunisian flags, tussled with police and carried signs criticizing Clinton and President Barack Obama. They were driven out of the parking lot by police after about 15 minutes.

For some older adults, the online video game World of Warcraft (WoW) may provide more than just an opportunity for escapist adventure. Researchers from North Carolina State University have found that playing WoW actually boosted cognitive functioning for older adults ? particularly those adults who had scored poorly on cognitive ability tests before playing the game.

"We chose World of Warcraft because it has attributes we felt may produce benefits ? it is a cognitively challenging game in a socially interactive environment that presents users with novel situations," says Dr. Anne McLaughlin, an assistant professor of psychology at NC State and co-author of a paper on the study. "We found there were improvements, but it depended on each participant's baseline cognitive functioning level."

Researchers from NC State's Gains Through Gaming laboratory first tested the cognitive functioning of study participants, aged 60 to 77, to set a baseline. The researchers looked at cognitive abilities including spatial ability, memory and how well participants could focus their attention.

An "experimental" group of study participants then played WoW on their home computers for approximately 14 hours over the course of two weeks, before being re-tested. A "control" group of study participants did not play WoW, but were also re-tested after two weeks.

Comparing the cognitive functioning test scores of participants in the experimental and control groups, the researchers found the group that played WoW saw a much greater increase in cognitive functioning, though the effect varied according to each participant's baseline score.

"Among participants who scored well on baseline cognitive functioning tests, there was no significant improvement after playing WoW ? they were already doing great," McLaughlin says. "But we saw significant improvement in both spatial ability and focus for participants who scored low on the initial baseline tests." Pre- and post-game testing showed no change for participants on memory.

"The people who needed it most ? those who performed the worst on the initial testing ? saw the most improvement," says Dr. Jason Allaire, an associate professor of psychology at NC State and co-author of a paper on the study.

Panetta, Dempsey defend military budget plan (AP)

WASHINGTON ? Defense Secretary Leon Panetta and the nation's top military leader on Tuesday defended the Pentagon's slimmed-down, $614 billion budget, telling lawmakers it's time to show Congress is serious about reducing the deficit.

Testifying before the Senate Armed Services Committee, Panetta warned lawmakers that budget cuts will hit all 50 states, but he says the reductions have been carefully planned and there is little room for changes.

Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, said the budget tradeoffs were tough and complex, but they will produce the savings mandated by the $487 billion in reductions over a decade the President Barack Obama and congressional Republicans agreed to last summer.

"They will not lead to a military in decline," Dempsey said. "Rather, this budget will maintain our military's decisive edge and help sustain America's global leadership."

The testimony immediately met resistance from members of the committee. Sen. Carl Levin, D-Mich., the panel's chairman, insisted that the military look to closing bases in Europe and overseas before targeting installations in the United States. Sen. John McCain of Arizona, the committee's top Republican and Obama's presidential foe in 2008, expressed reservations with the budget and complained that it "continues the administration's habit of putting short-term political considerations over our long-term national security interests."

The proposed defense budget for the year beginning Oct. 1 includes $525.4 billion in base spending and another $88.5 billion for the wars in Afghanistan and Iraq. The total is nearly $32 billion less than this year's budget.

"It was this Congress that mandated, on a bipartisan basis, that we reduce the defense budget, and we need your partnership to do this in a manner that preserves the strongest military in the world," Panetta said. "This will be a test of whether reducing the deficit is about talk or action."

Defense officials have laid out plans to find about $260 billion in savings over the next five years, including moves to slash the size of the Army and Marine Corps, cut back on shipbuilding, and delay the purchase of some fighter jets and other weapons systems.

The plan also slashes war spending. Money for Iraq and Afghanistan will drop from $115 billion this year to $88.5 billion, with less than $3 billion spent for security in Iraq. It also cuts in half the amount spent on training and equipping Afghanistan's security forces ? a key element to the U.S. effort to gradually withdraw forces and transfer security responsibility to the Afghans.

While military personnel still would get a 1.7 percent pay raise, retirees would get hit with a series of increases in health care fees, co-pays and deductibles. The impact would be greater on those who are under 65 and are likely to have another job, as well as on those who make more money.

Senators on Monday also complained that President Barack Obama and his defense team have made no plans to deal with an additional $492 billion in across-the-board military cuts that will occur in January 2013 if Congress doesn't act to avoid them.

Panetta said that since it is now apparent what the current cuts will do, he hopes that Congress will be persuaded to avoid the additional 2013 reductions.

Dempsey said that even though there are fewer than 90,000 troops deployed in combat, compared with more than 200,000 just two years ago, the military must spend money to reset and restore itself. War-torn equipment must be replaced, weapons need to be modernized and troops need to be retrained, he said.

"We will have to do all of this in the context of a security environment that is different than the one we faced 10 years ago," Dempsey said. "We cannot simply return to the old way of doing things, and we cannot forget the lessons we have learned."

James scores 35, Heat finally beat Bucks 114-96 (AP)

MILWAUKEE ? LeBron James scored 35 points and the Miami Heat finally found a way to beat Milwaukee, using a third-quarter surge to beat the Bucks 114-96 on Monday night.

Dwyane Wade scored 22 and Mario Chalmers added 13 for the Heat, who were 0-2 against the Bucks coming into Monday night's game.

James scored 16 of his points in the third quarter as the Heat outscored the Bucks 35-24 to take control of the game.

Carlos Delfino scored 24 for the Bucks, who were coming off a loss to Orlando on Saturday night.

With the win, Miami ran its record to 22-7 ? equaling the franchise's best start after the first 29 games of a season, set in 1996-97 and again in 2004-05.

Leading 55-50 after two quarters, the Heat put together a 14-4 run out of halftime. It started right away, as Chalmers stole the ball from Brandon Jennings and cruised down the court for a fastbreak layup.

The Bucks then began to struggle on offense ? including one sequence in which Milwaukee's Drew Gooden had the ball swatted away from him twice on a single possession by Miami's Joel Anthony. Gooden was called for a technical foul immediately afterward.

Later in the run, James stole the ball from Jennings, then finished with a powerful one-handed slam to give the Heat a 69-54 lead.

James went on to score 16 in the quarter, including another monster dunk in the final seconds. With the clock running down at the end of the quarter, James took advantage of a defensive lapse and ran uncontested down the lane, finishing with a one-handed dunk with 4.2 seconds left in the quarter.

Miami took a 90-74 lead into the fourth quarter.

The Bucks beat the Heat 91-82 in Miami on Jan. 22 ? then beat them again in Milwaukee on Feb. 1, a 105-97 victory in which the Bucks trailed by 18 points in the first half. The Bucks haven't swept the Heat since the 1990-91 season.

Heat coach Erik Spoelstra acknowledged before the game that the Bucks' previous two victories got his attention. Spoelstra said that the Bucks' physical defense "made us uncomfortable" in the first two games, saying the Heat had to win what he described as the high-effort "fistfight battles" on the court this time out.

It looked as if the Heat might be in for another tough battle early on.

Milwaukee was ahead 30-27 after the first quarter, then led 41-35 midway through the second quarter after a fast-break layup by Mike Dunleavy. But the Heat rallied to take a five-point lead into halftime.

UK police arrest five at Murdoch's Sun newspaper (Reuters)

LONDON (Reuters) ? British police on Saturday arrested five people at The Sun newspaper, its parent company News Corporation said, as part of an investigation into illegal news gathering that forced the closure of another of the firm's British tabloids.

Media sources said a police officer and defense ministry employee were among eight people arrested in total on Saturday, in a branch of the inquiry named Operation Elveden which is investigating bribes to police in return for story tip-offs.

"Metropolitan Police Service (MPS) officers from Operation Elveden today arrested five employees of The Sun newspaper. Searches have taken place at the homes and offices of those arrested," News Corporation said in a statement.

Last month, police arrested four current and former staff at Rupert Murdoch's best-selling Sun tabloid plus a policeman as they focused on suspected payments by journalists to officers.

A phone hacking scandal at News Corp's News of the World newspaper prompted the publication's closure last year. The company has since set up a Management and Standards Committee as part of a drive to repair the firm's reputational damage.

News Corp said the committee had provided police with the information that led to Saturday's arrests.

"All five were arrested on suspicion of corruption ... aiding and abetting misconduct in a public office .... and conspiracy in relation to both these offences," police said in a statement.

"It relates to suspected payments to police officers and public officials."

Democrats renew push for campaign finance overhaul (AP)

WASHINGTON ? The campaign finance system is so broken that legislative changes, including a constitutional amendment, are needed to rein in runaway, secret spending in elections, congressional Democrats said Thursday.

Democratic Sens. Michael Bennet of Colorado and Tom Udall of New Mexico said they want to put Congress in charge of setting campaign contribution limits and regulating "super" political action committees. These committees can spend unlimited money supporting candidates as long as they don't coordinate with the candidates, yet are required to reveal little about who they are.

The two senators proposed the amendment late last year. But the issue is receiving renewed attention in light of GOP-leaning super PACs that are spending millions of dollars on ads this election season.

Bennet said most people can't evaluate ads or know if their backers have an axe to grind. He said a 2010 Supreme Court ruling known as Citizens United that removed limits on corporate and union spending in elections has made matters worse.

In the House, top Democrats introduced long-shot legislation that would require outside groups running campaign ads to quickly identify themselves and their top contributors. It also would beef up reporting requirements for corporations and lobbyists.

"The American people have a right to know who is bank-rolling these television ads," said Rep. Chris Van Hollen, D-Md., a chief sponsor.

A similar effort to increase disclosure about campaign spending died in the Senate in 2010. This year's version is given little chance of clearing Congress.

The efforts come at the start of an election year that has already seen spending by super PACs swamp expenditures by Republican presidential candidates' own campaigns.

Through last week's Florida GOP primary, super PACs had spent at least $21 million on television ads. Expenditures by super PACs supporting Mitt Romney, Newt Gingrich and Rick Santorum exceeded spending by the campaigns themselves.
