The causes of the financial crisis were complex, but a failure of risk management at board level is at the top of the list for many commentators ? perhaps because it is a relatively easy area in which to identify practical reforms.
The Institute of Directors (IoD), will next month issue Business Risk: A Practical Guide for Board Members. This makes the point that board members are the main players in terms of managing risk. Their role in evaluating risk outweighs that of risk management specialists ?and even chief executives?, according to Roger Barker, head of corporate governance at the IoD.
In his 2009 report following the crisis City grandee Sir David Walker called for some structural reforms to financial service firms to beef up their risk capabilities. Audit committees should be split in two, one dealing with audit and another dealing with risk.
And he called for the appointment of chief risk officers in financial service firms.
But structures count for little if the right people with the right skills are not on boards, reckons Iain Coke, head of the financial service faculty at the Institute of Chartered Accountants. ?There were a variety of governance structures and none ensured success or failure during the crisis.? He argues that more people with risk management backgrounds need to be appointed to non-executive roles.
The Institute of Chartered Secretaries and Administrators will also issue a new guidance notethis month urging non-executives to ?satisfy themselves on the integrity of financial information and that financial controls and systems of risk management are robust?.
The institute?s director of policy, Seumus Gillen says company boards should be able to decide their own governance arrangements.
However, on the wider issue of board behaviour in the build-up to the financial crisis, he is in no doubt that ?risk had not been taken seriously enough?. There was ?widespread governance dysfunction? with dominant chief executives able to get their way without being questioned sufficiently.
?There is never strategy without risk but in 2007 strategy became uncoupled from risk, says Gillen.
Today, he sees firms rediscovering risk: ?Risk management is like the brakes that make a car go faster.?

CAMP DAVID, Md. (AP) ? Confronting an economic crisis that threatens them all, President Barack Obama and leaders of other world powers on Saturday declared that their governments must both spark growth and cut the debt that has crippled the European continent and put investors worldwide on edge.
"There's now an emerging consensus that more must be done to promote growth and job creation right now," Obama proclaimed after hosting unprecedented economic talks at Camp David, his secluded and highly secure mountaintop retreat. Seeking a second term amid hard economic times, Obama hailed a debate heading in the direction he likes, with nations now talking of ways to spark their economies instead of just slashing spending.
Yet there were no bold prescriptions at hand. Instead, leaders seemed intent on trying to inspire confidence by agreeing on a broad strategy no matter their differences. With all of them facing their own difficult political realities, they built some sovereign wiggle room into their pledge to take all necessary steps, saying "the right measures are not the same for each of us."
Obama played international host as Europe's debt crisis threatens to drag down the U.S. recovery and his own political future, underscoring the stakes for him in getting allies abroad to rally around some answers.
Much of the new emphasis on government-led growth seemed aimed at German Chancellor Angela Merkel, who came to the summit as the European leader who had demanded austerity as the most important step toward easing the eurozone's debt crisis. But the election of Socialist Francois Hollande as president of France, and Greek elections that created political chaos in the country were clear rejections of the belt-tightening Merkel represented.
Hollande, a new voice at the table in just his first week on the job, offered Obama a reminder of his own responsibilities to work to expand the economy, "even if he's in an electoral period and who has a Congress that's not necessarily easy to deal with."
Coping with shaky oil markets, the leaders set the stage for a united release of world oil reserves to balance any disruption in world markets when tough new sanctions are imposed on Iran's exports because of its disputed nuclear program. The leaders said they were ready to take "appropriate action" to meet any shortages.
The mere preparation to release oil reserves could help calm markets and ensure that oil prices, which have been dropping, don't climb again and anger consumers as U.S. elections approach.
The Group of Eight summit includes leaders of the United States, Japan, Britain, Germany, France, Italy, Canada and Russia.
A joint summit statement reflected how urgently the countries must contain a financial crisis that could spread from the eurozone to the United States and infect the rest of the global economy. They declared unanimity in ensuring that Greece, which is crippled in debt and politically gridlocked, remains as part of the 17-member euro currency union.
"The leaders here understand the stakes," Obama said in summing up a packed, unusually intimate day of world talks. "They know the magnitude of the choices they have to make and the enormous political and economic and social costs if they don't."
Merkel said growth and deficit-cutting reinforced each other and that everyone around the table agreed. "That is great progress," she said. As for promoting growth, she said investments under consideration include research and development, Internet networks and infrastructure. But she said "this doesn't mean stimulus in the usual sense."
U.S. officials agreed, saying growth measures that the Europeans might pursue don't all require outright public spending, and could be in the form of public-private partnerships or in initiatives designed to loosen credit. And the leaders stayed away entirely from the world "stimulus," which has taken on an unpopular political connotation, including in the United States.
"The global economic recovery shows signs of promise, but significant headwinds persist," said G-8 leaders said.
The tension between austerity and growth ? whether to slash debt by cutting budgets or use public money and other means to help spur economic growth ? was the backdrop as Obama welcomed an emerging push for a balance between the two.
He seized the opportunity to cast the debate in terms favorable to his own re-election, closing the summit with the steps he took to right the U.S. economy and his economic vision for a second term. He said he was confident Europe could get on a path to recovery as has the United States.
"We know it is possible in part based on our own experience here," he said. "In my earliest days in office, we took decisive steps to confront our own financial crisis."
Obama chose Camp David in part to encourage a freewheeling discussion out of sight of most media and potential protests, allowing the leaders to sit around a cabin table to negotiate terms, or stroll through the leafy paths for chats that seemed a world away from the typical summit convention-hall setting.
It all came before Obama was to lead a much larger NATO summit in Chicago on Sunday and Monday that will be heavily focused on the Afghanistan war.
The drag of a eurozone crisis comes as joblessness and doubts about a life of better opportunities are already the chief concerns for American voters.
In their united view, the leaders conceded some points about Merkel's push for austerity, saying budget deficits must close.
But their joint statement added that budget cutting should "take into account countries' evolving economic conditions and underpin confidence and economic recovery." That suggested a willingness to let indebted countries take more time to reduce their deficits in line with eurozone rules in order to lessen the deadening impact of cuts on the economy.
It also called for "investments in education and in modern infrastructure," which would involve more government spending. That approach also meshes exactly with Obama's campaign-year strategy for accelerated economic growth, which is to keep spending money on core priorities while taking on the debt through cuts and higher taxes.
The statement of support for Greece remaining in the euro underlines the unpredictable damage to the global financial system that could come from a Greece departure. It follows a week of increasing speculation that Greece might not be able to stay the course, and in which a top European Union official said officials were working on emergency plans in case of a Greek exit. That country is facing the most acute financial crisis of the eurozone and is set to hold elections June 17 to end political deadlock.
At issue is whether Greece abandons the euro to escape austerity measures. Meanwhile, Europe's woes have given shudders to Wall Street.
The Fitch ratings agency dropped Greece to the lowest possible grade for a country not in default Thursday. Fitch said Greece's departure from the euro "would be probable" if elections next month do not reverse political trends there, which have brought in politicians opposed to the terms of Europe's bailout.

A mother who says her middle-school daughter was forced to let school officials browse the 13-year-old girl?s private Facebook page is speaking out against the practice because, she says, "other parents are scared to talk about it."
Pam Broviak, who lives in the Chicago suburb of Geneva, Ill., says her daughter was traumatized when the?principal of Geneva Middle School South forced the child to log in to her Facebook account, then rummaged through the girl's private information.
"What a violation of my daughter's privacy this whole episode was," Broviak said. The incident took "a huge toll on my daughter, who ended up crying through most of the rest of the day and therefore missed most of her classes. She was embarrassed and very upset."
There have been several descriptions lately of Facebook prying by schools ? and one lawsuit was filed recently by the American Civil Liberties Union on behalf of an anonymous plaintiff against a school district that allegedly demanded a student?s social media passwords. But Broviak may be the first parent to go public with concerns about what she sees as serious violations of student privacy.
In a conversation with msnbc.com, Broviak said she confronted school officials about the incident involving her daughter soon after it occurred last fall and was told that they routinely investigate student issues by asking kids to log into their social networking pages -- or cellphones -- in the presence of administrators. And she said her daughter and other students told her they are frequently called into the principal?s office and told that they can?t leave until they surrender their passwords or unlock their phones and allow school officials to browse their personal information.
"(Students) let them see the accounts because otherwise, they are not allowed to leave the room. And that is just wrong," she said.
Kent Mutchler, superintendent of Geneva schools, said in an interview with msnbc.com that he couldn't comment on Broviak?s daughter because privacy rules prevent him from publicly discussing an individual student?s situation. But he said Broviak's description of district policy is inaccurate.
"We would never demand someone's password. When you have someone's password, you open yourself up to other issues," Mutchler said. "But if we have a disruptive situation, a school (official) will ask to see the page, and if the student refuses, we call the parents."
But principals only request access to students' social media pages under extreme circumstances, Mutchler said.
"There are different levels of concern. If there is a drug trafficking suspicion, we'll get the police involved. If it's something like cyberbullying, we'll say, 'This has been reported to us,' and ask to see the page," he said.
Often, students volunteer before they are even asked, he said.
"We ask, 'Is there something you want to show us?' that sort of thing. And they volunteer," he said.?
Such incidents are very rare among district middle schools, he said, contradicting Broviak's assertion that the inspections are commonplace.?
"It happens a half-dozen to a dozen times per year," he said.
Broviak's public complaint comes at a time when schools, employers and lawmakers around the country are wrestling with sticky privacy issues surrounding social networks. The state Legislature in Illinois is considering legislation that would make it illegal for employers to demand access to workers? or applicants? private social media information. That law is silent on the issue of schools and social media snooping, but federal legislation introduced last month by Rep. Eliot Engel, D-N.Y., would extend the protections to students, too.

Broviak said she didn't think school officials should ever look at a child's personal social media page or cellphone without first contacting parents.
"It's just wrong for them to do this, but parents are afraid to talk about it, because they are worried, 'Are they going to target my kid?'" she said.
Additionally, she said, looking at a kids' social media page violates an entire family's privacy, even if school officials don?t intend to look at posts involving other family members.
"The whole family is exposed in this," she said. "Some families communicate through Facebook. What if her aunt was going through a divorce or had an illness? And now there's these anonymous people reading through this information."
When the first incident occurred in the fall, Broviak said she didn't know what to do -- and initially chose to let it drop for fear that complaining might make things worse for her daughter. But she said reports from her daughter that other kids have been treated the same way and a recent spate of news stories surrounding the issue pushed her to speak up. Three weeks ago she published a detailed accounting of events on her personal blog, and this week agreed to be interviewed by msnbc.com.
"It's really important for people to talk about this and know what's going on," she said. "And I'm really glad that the state Legislature and Congress are considering laws to deal with this."
Her daughter, meanwhile, has learned an important but sad lesson through this experience, Broviak said.
"It's taught her to use better judgment with adults," she said. "Basically, what (they) showed her was you can?t trust anyone. Her trust in and the respect of the adults at her school has been shattered to the point that she is struggling to look beyond this abuse and allow for the education process to occur."

ScienceDaily (May 14, 2012) ? The sound of silence isn't so golden for consumers, and both marketers and advertisers should take note, says new research from a University of Illinois expert in new product development and marketing.
According to published research from Ravi Mehta, a professor of business administration, ambient background noise turns out to be an important factor affecting creative cognition among consumers.
"We found that ambient noise is an important antecedent for creative cognition," Mehta said. "A moderate level of noise not only enhances creative problem-solving but also leads to a greater adoption of innovative products in certain settings."
In the article, Methta and co-authors Rui (Juliet) Zhu, of the University of British Columbia, and Amar Cheema, of the University of Virginia, explore how a moderate-level of ambient noise (about 70 decibels, equivalent to a passenger car traveling on a highway) enhances performance on creative tasks and increases the likelihood of consumers purchasing innovative products. Similarly, the researchers also studied how a high level of noise (85 decibels, equivalent to traffic noise on a major road) hurts creativity by reducing information processing.
"What we found is that there's an inverted-U relationship between noise level and creativity," Mehta said. "It turns out that around 70 decibels is the sweet spot. If you go beyond that, it's too loud, and the noise starts to negatively affect creativity. It's the Goldilocks principle -- the middle is just right."
Using background noise commonly found in consumers' lives, the researchers show that, as noise increases, so does one's level of distraction.
"An increased level of distraction makes you think 'out-of-the-box' -- what we call abstract thinking or abstract processing, which is a hallmark of increased creativity," Mehta said. "But when you start to go beyond that moderate level of noise what happens is that distraction becomes so huge that it really starts affecting the thought process. You really can't process information because the distraction is so pronounced. And that is what inhibits creativity.
"So a moderate level of noise produces just enough distraction to lead to higher creativity, but a very high level of noise induces too much distraction, which actually reduces the amount of processing, thus leading to lower creativity."
The research, which has important practical implications for inducing consumer behavior, should be useful for both advertisers and marketers, who typically strive to increase adoption rates of new and innovative products.
"We studied this in a consumer environment because previous research has only considered white noise or pink noise" -- a variant of white noise, which sounds like the static buzz of an off-air TV station -- "which you don't really find in consumer environments," Mehta said. "So in this case we used everyday multi-talker noise to find out how it affects consumer behavior in a consumption environment. In order to encourage adoption of new and innovative products, marketers might consider equipping their showrooms with a moderate level of ambient noise."
Mehta says the research is not only applicable to consumer research, but also to problem-solving in general.
"This is research that people can relate to almost immediately," he said. "I'm working in a coffee shop -- how does the noise in the background volume of the music affect my performance?
It's also valuable for individuals looking for creative solutions to everyday problems, such as planning a dinner menu based on limited supplies or generating interesting research topics to study.
"Our findings imply that instead of burying oneself in a quiet room trying to figure out a solution, walking outside of one's comfort zone and getting into a relatively noisy environment like a cafe may actually trigger the brain to think abstractly, and thus generate creative ideas," Mehta said.

For decades the family name of ?Brambilla? has been by far the most common in Milan ? to the point that throughout Italy, where family names were originally strongly associated with geography, people still jokingly refer to Milan folks as ?Mister Brambillas? or ?Sciur Brambilla? (?sciur? being the world for ?Sir??in Milanese dialect).?

The high seas and UAVs go together like -- well, they go together really well. The Navy's cooking up 3D laser imaging technology for spotting pirates and the like, but it will need some aircraft for the task. Right on cue, a helicopter / airplane hybrid for maritime surveillance is inching toward reality. Aerovel's Flexrotor, an ultra-compact craft with a wing span of three meters (9.8 feet) and a weight of just 19.2 kg (42.3 lb), has already been demonstrated to switch between horizontal and vertical flight, but the next step is enhancing its propulsion system to improve its performance for longer distances and in windier conditions. Today the Office of Naval Research (ONR) awarded the company a contract for developing that tech. Video games at bars are nothing new ? you can find the occasional trivia game sitting on a bar counter, and arcade games have been in bars for years. But you've probably never seen a bar game quite like this: Sega has begun to sell a urinal-mounted video game unit called?Toylet in Japan.
The game interfaces with the urinal itself to control the action on the game's screen, which is mounted at eye level. To play the games, you'll need stellar aim, not to mention the right amount of pressure and volume.
The video game system itself costs 140,000 yen ? about $1,750 ? and individual games cost another $125 or so on top of that. Some of the games include one where you fill beer cans, a combat-style game where you battle by squirting milk out your nose, and one where a hurricane-force wind lifts up a cartoon reporter's skirt.?Sonic the Hedgehog this is not, but we suppose it's a stretch to expect the Toylet to come equipped with?family-friendly games.
Toylet actually serves a purpose beyond entertaining bar-going patrons for the 60 seconds they're standing at the urinal. According to Sega, players of the game are less likely to leave a mess. The game also allows for advertisements to be played as a way of increasing a bar's revenue. Owners can also add an optional coin operating unit so they can charge per play.
While the Toylet certainly is strange, we're hardly surprised to learn it came from Japan. They take video gaming very seriously over there ? after all, this is the country that offered (and quickly sold out of) a$1,300 edition of?Resident Evil 6, complete with replica leather jacket worn by a character in the game.

Children with juvenile idiopathic arthritis (JIA) have higher rates of hospitalized bacterial infection than children without JIA according to an observational study appearing in Arthritis & Rheumatism, a journal published by Wiley-Blackwell on behalf of the American College of Rheumatology (ACR). The findings show that the risk of infection among JIA patients was significantly increased with use of high-dose glucocorticoids (steroids). Methotrexate (MTX) and tumor necrosis factor alpha (TNF) inhibitors were not found to increase infection risk in this pediatric population.
Arthritis is an inflammation of the joints that causes pain, swelling, stiffness and can lead to disability. JIA refers to chronic arthritis diseases that attack young patients and the ACR estimates close to 300,000 children in the U.S are affected. While immunosuppressant therapies such as steroids, MTX, and TNF inhibitors are used to treat JIA, it is unclear how they impact infection risk.
To compare bacterial infection incidence in children with and without JIA, a research team led by Dr. Timothy Beukelman from the University of Alabama at Birmingham used U.S. Medicaid data from 2000 to 2005. The team identified 8,479 JIA patients with 13,003 person-years of follow-up and a group of 360,489 children with attention-deficit hyperactivity disorder (ADHD) for comparison. Pharmacy claims were used to determine exposure to MTX, TNF inhibitors, and oral steroid medications. Infections were identified using hospital discharge diagnoses.
Researchers determined that 42% of JIA patients used MTX and 17% used TNF inhibitors to manage their disease. JIA patients without current exposure to MTX or TNF inhibitors had an increased rate of bacterial infection compared to patients with ADHD, even after adjusting for steroid use. "Patients with JIA who were not currently treated with MTX or TNF inhibitors had a 2-fold increase in hospitalized bacterial infection rates compared to children without arthritis," explains Dr. Beukelman, "This finding suggests the inflammatory or autoimmune process may predispose children to infection regardless of therapy."
Among children with JIA, the rate of infection associated with MTX or TNF inhibitor use was similar. After adjusting for MTX and TNF inhibitor use among children with JIA, high-dose steroid use10 mg or more of prednisone dailymore than doubled the rate of subsequent infection compared to patients not taking steroids. Dr. Beukelman concludes, "A steroid-sparing treatment strategy may reduce the risk of serious infection in children with JIA."

Israeli Prime Minister Benjamin Netanyahu on Monday looked set to call early elections, and Defence Minister Ehud Barak said he expected parliament to name a date within days.
Netanyahu, said to favour early elections in a bid to strengthen his position before a potential fight over austerity measures and US elections in November, has so far made no official announcement on a change to the date, currently scheduled for October 2013.
"Apparently the Knesset will decide on elections within the coming days," Barak, a close confidante of Netanyahu, was quoted by his office as telling members of his Independence party on Monday.
"Whether the elections themselves are set for the middle of August or the middle of October I don't see much difference. We are entering an election campaign."
"It's final," said Foreign Minister Avigdor Lieberman, who heads the ultra-nationalist Yisrael Beitenu party. "Now it is only a question of dates."
Lieberman, whose party is a key partner in Netanyahu's coalition government, told the Ynet news website he was eager for the vote to take place as quickly as possible.
"If the decision to go to elections has been made, we should hold them as quickly as possible," he said.
Israeli public radio said Netanyahu favours a date between mid-August and the beginning of September, while the head of the main opposition Kadima party, Shaul Mofaz, is pushing for October 16.
Commentators said there were plenty of reasons for Netanyahu to favour bringing the vote forward, including the desire to consolidate his position before having to implement budget cuts later this year.
He is also looking to bolster domestic support before US elections in November, which could return US President Barack Obama to office.
Netanyahu has differed with Obama on issues ranging from the stalled Israeli-Palestinian peace process to Iran's nuclear programme.
Another key reason for bringing the vote forward is a dispute over the issue of drafting Orthodox Jews into the army, which has threatened the stability of Netanyahu's coalition.
The so-called Tal Law, which allowed ultra-Orthodox Jews to defer their service in the Israeli military, is strongly opposed by Lieberman's staunchly secular Yisrael Beitenu party.
Netanyahu has pledged to replace the law, which expires this year, with a more "egalitarian" rule, but is caught between Yisrael Beitenu and the ultra-Orthodox factions in his coalition, who adamantly oppose military service.
The Knesset is expected to debate a replacement law on May 9.
Whenever the elections are held, polls have consistently showed Netanyahu and his Likud party coming out on top, with no credible rival to the prime minister.
A poll published by the Yediot Aharonot newspaper on Monday showed Likud increasing its strength from 27 to 30 seats in the 120-seat Knesset, if elections were held today.
The Labour party stands to make the biggest relative gain, winning 18 seats, from the nine it currently holds, while Yisrael Beitenu would lose two seats, leaving it with 13, the poll showed.
Kadima is expected to suffer crushing losses, with its standing reduced from 28 seats to 11, while the newly formed Yesh Atid (There is a Future) party would win 11 seats, the poll found.
The shape of any future coalition remains unclear, however, with Labour, Kadima and Yesh Atid all having expressed willingness to join a government led by Netanyahu.

The "black-and-white rock star" of the Smithsonian's National Zoo, female panda Mei Xiang, is recovering Monday after being artificially inseminated with up to 800 million sperm.
This was the Washington, D.C.-based zoo's second try at inseminating the 13-year-old panda, after a first attempt on Sunday when scientists determined the semen they had collected from the male Tian Tian wasn't high enough quality for artificial insemination.
The scientists decided to try this technological intervention in the first place after a natural attempt fell flat.

"Mei did great and there's a sense of celebration and accomplishment in the air here! pandaAI," tweeted the National Zoo's Twitter account, @NationalZoo, Monday evening after the insemination was completed.
The two pandas have successfully bred before ? Mei Xiang gave birth to cub Tai Shan in 2005 ? but they aren't so good at getting it on themselves (Tai Shan was conceived via artificial insemination).
Furthermore, female pandas are fertile only one to two days a year, so zookeepers had to seize the rare opportunity.
(National Zoo research scientist research scientist Jon Ballou told The Washington Post he thinks both pandas are too old to be successful ? while Mei Xiang is 13; Tian Tian is 14. "Get a couple of young pandas, (of) reproductive ages," he said.)
For Monday's artificial insemination, zookeepers used sperm from Tian Tian harvested back when Tai Shan was born.
Just carrying Mei Xiang into the surgery room was a feat. "The keepers and vets are carrying Mei on a tarp now with handles. It takes 8 people ? she weighs about 230 lbs.," the zoo tweeted.
"While under general anesthesia, Mei Xiang was inseminated with thawed semen collected from Tian Tian in 2005," zoo officials wrote.
They added, "Zoo staff will continue to monitor Mei Xiang's hormone levels in the coming months and conduct ultrasounds to see if she is pregnant." (But even figuring out if a female panda is pregnant can be tricky; it is often difficult to identify a panda fetus through an ultrasound. And female giant pandas, inlcuding Mei Xiang, regularly undergo pseudo-pregnancies, which mimic the real thing to a tee, sans the developing infant.)
Captive breeding programs like this one serve as a chief part of scientists' efforts to study and conserve the species; giant pandas, native to southeastern China, northern Myanmar, and northern Vietnam, are now endangered with only 1,600 left in the wild.
Plus, baby pandas are oh-so-cute, and present a big draw for any zoo. The National Zoo had to send Tai Shan back to China in 2010, because all pandas, regardless of where they are born, officially belong to China under international law. Mei Xiang and Tian Tian are on loan to the United States until 2015.
